Theme: Impact of Cycle of Oil & Gas Boom & Glut: Economic Imperatives and Opportunities 

Synopsis: The recent drop in oil prices, while not a new phenomenon, has invalidated the main assumption of extractives-led development agendas: that the price of oil would continue to increase as global energy demand rose.

Key issues to address in this panel session include: Downcycles as opportunities for operators and government to identify and eliminate gaps in operational efficiency; shifts into downstream processing to initiate a departure from crude hydrocarbons driven development; developing fiscal policies aimed at accumulating precautionary savings in boom times; broadening revenue base through diversification; and measures to ensure sustainability for the overall benefit of the economy.
