Abstract
HWCG, LLC is a member-managed Source Control and Containment Consortium established in 2010 in response to regulations introduced after the Macondo blowout. These regulations require deepwater operators drilling with subsea BOPs or from floating facilities with surface BOPs to maintain the capability to rapidly shut in a blowout. When shut-in pressures exceed well integrity limits, operators must be prepared to deploy flow and capture systems to contain hydrocarbons and minimize environmental impact until a relief well is completed.
In this presentation, HWCG will provide an overview of its response model and the source control and containment equipment it owns or maintains under contract to support regulatory compliance with 30 CFR 250.462. Capabilities span HTHP operations, shallow water environments, and wells drilled from floating facilities. The presentation will be delivered by Craig T. Castille, Managing Director, and Steve Scanio, Technical Director, of HWCG.
Biography
CRAIG T. CASTILLE, MANAGING DIRECTOR; Craig T. Castille is the Managing Director of HWCG LLC. He has over 30 years of experience in offshore rig operations involving drilling, completions, well testing and abandonments on platform rigs, jack ups and floaters. Having gained both international and diverse experience since graduating in petroleum engineering from the University of Louisiana in 1985, Craig's experience includes; Oil & Gas Exploration, Exploitation and Development, Subsea Operations, Offshore Mining, Logistics & Construction at a Copper & Gold Mine and participation in industry advocacy groups such as the American Petroleum Institute (API), Offshore Operators Committee (OOC) and American Association of Drilling Engineers (AADE). Craig concluded his over 7-year tenure at Stone Energy having successfully worked on the API Joint Industry Task Force (JITF) post Macondo, helped create Stone's SEMS Program, drilled and completed 6 deepwater wells, project managed re-engineering on the Completion, Workover & Riser System (CWOR) for the Pompano Phase II Wells, participated in two unannounced containment drills as the Source Control Section Chief (SCSC) and helped design, plan and implement two announced containment drills.
STEVE SCANIO, TECHNICAL DIRECTOR; Steve Scanio is HWCG's Technical Director and is responsible for ensuring that all response equipment owned by HWCG, and its response providers is ready to mobilize and function as intended. Steve has had a diverse 32-year career in the offshore oil and gas industry. His career began with the American Bureau of Shipping working in the offshore engineering department evaluating Stability and Safety aspects of MODUs. He continued his career at Technip working on various Spar and MODU projects focusing on hull and marine system regulatory compliance, design, installation and commissioning. He then joined Helix Energy Solutions to develop a regulatory compliance scheme for the Helix Producer 1 (HP1) FPU, which was the first of its kind in the GoM. Steve served on the HP1 project from design through first oil and continued his involvement as Marine Manager focusing on vessel operations. During the Deepwater Horizon incident in 2010, Steve contributed to Helix Energy Solutions’ response efforts and was involved in the development of Helix’s spill response solution leading up to the formation of HWCG. He worked closely with HWCG for 13 years as Director of the Helix Deepwater Containment System, managing the interfaces between HWCG-owned equipment and the suite of response-related equipment offered by Helix. Steve also has his P.E. Certification.
