In the step 3, you can run with tubing hanger Retrieving Tool and Joint, screw in and m/u the connection to the hanger, then pressure test the BOP against the R.J. prior to undo tie down screws. Make sure you install proper pipe rams in BOP for your R.J.
If your case is ESP without completion packer (no natural flow from the well), the other way is to install TWCV straight away and pressure test the BOP against it (tubing pressure can be monitored via A-annulus as they are connected)

- INSTALLED B.P.V. IN TBG HGR, N/D 3 1/8" 3 K FMC X·MASS TREE & E.A.S.
- N/U BOP STACK, BELL NIPPLE & FLOW LINE.
- UNTIGHTEN L.D.S., UNSET TBG. HGR., CHECK CABLE BANOS & X.COUPLING, OK, CUT CABLE UNDER SPLICE, REMOVED FEED. THROUGH, PUT DUMMY PENT. & LANDED SAME AGAIN IN T.H.S.
- P/T BOP STACK AS PER Q.ARUN STANDARD, OK.
- POOH W/ TBG HGR, L/D SAME & R/U PREMIERE POWER TONG.
- POOH W/ ESP COMP. STRG ON 2-718" EUE TBG. & L/D SAME.
My question is: what is the control for the well just in case started to flow while in step 3, as BOP have not been tested yet ?
On other hand, does these are the best practices or there are other safe steps to be done ?
