Leak rates are only defined in API 14 B that defines 15 scf / min or 400 cc / min for subsurface safety valves based on a leak that will generate 1.5 meter flame that can be extinguished with a portable fire extinguisher by a person wearing proper PPE .

API 6 A has no leak rate defined they use bubble tight and allow a variance in test pressure of 5 % to a maximum of 500 psi allowing for thermal effects.

API 598 for valve inspection and testing of 0.18 cubic inch or 3 cubic centimeters per minute per inch diameter of a valve, this for inline testing of valves.

To my knowledge there are no other oil industry standards then these.
