As I mention in another thread, this is a great discussion point as the industry moves into a decommissioning mode in an environment of 40 dlrs/bbl oil.
Note that without having established the conditions of a well's integrity using cased hole logging techniques, it would be unlikely that any type of abandonment would be achieved with competence. At this time the industry seems to be more competent at avoiding the red tape of abandonment approvals then at really understanding the well condition at abandonment time.
Possibly we can include in this discussion what the process hazards are to manage all process risk with certainty on abandonment. Also, who is accountable with a field that is found to be leaking formation fluids years after abandonment, particularly offshore?
My experience is that in all cases there be a two barrier strategy to each plugging operation both in the casing / tubing and in the annuli. For example the setting of a balanced cement plug up to say a 100 m requirement above a hydrocarbon zone is best followed up with a wireline or drillpipe set bridge plug or squeeze retainer.
Why should there be a condition in regard to locally available equipment. Shouldn't it be a matter of doing what is best practice that assures well integrity for the life of the abandonment. Is now the opportunity to create a "well integrity" condition monitoring strategy where simulation for understanding the well integrity of a well for its whole life?

It depends on rule of the country . In india and most of the countries two cement plugs are essential in addition to squeezing cement in the formation.i am afraid wireline plug may not be acceptable to the regulator. If heavy equipment cannot be taken , you have to use innovative method to put the bottom plug. That would require details of well , nature of limitation of road, locally available equipment etc. good luck. P.k.borthakur
