The Creation of the Pipeline Safety Enhancement Plan in the Aftermath of San Bruno

Abstract:

In September of 2010, an explosion, caused by a leak in a natural gas transmission pipeline, that killed 8 people in San Bruno, CA, set off an order from the California Public Utilities Commision (CPUC) that all natural gas transmission operators in the State of California ensure the safe operation of their transmission pipelines. Major utilities SoCalGas and SDG&E developed programs such as the Pipeline Safety Enhancement Plan (PSEP) in order to enhance public safety, comply with the Commission's directives, minimize customer impacts, and maximize cost effectiveness. This presentation will cover the background and aftermath of the tragedy, the methods used to execute the plan, and the role that Cordoba Corporation plays in this work.

Bio for Peter Yu:

Peter Yu is a graduate from UC Irvine with a Bachelor in science in Mechanical and Aerospace engineering.  He is a licensed Mechanical Engineer, Project Management Professional, and Environmental Sustainability Professional.  He has been working in the Energy sector for 16 years specializing in pipelines.  His has spent his career supporting oil and gas clients with engineering, design, and construction management support.  His most recent experience has been building natural gas pipeline systems in California.  He is currently the Director of Hydrogen-Gas Utilities for Cordoba Corporation where has been since 2018.  He manages a team of 140 people that supports various utility clients in California from engineering, design, construction management and project management.   His daily duties includes corporate strategy, business development, and client management.

Bio for Ian Johnecheck:

Ian Johnecheck is a native Texan that graduated from the University of Oklahoma in 2015 with a BSc. in Petroleum Engineering. He started his career working in PG&E’s hydroelectric power generation system as a Construction Engineer, for several years, before moving to Los Angeles, CA. Where he became an active board member in SPE’s Los Angeles Basin Section and is the current Chair-Elect. He has acted as Project Manager/Engineer on natural gas transmission projects in southern California for Cordoba Corporation since 2019. He currently manages a team that supports SoCalGas in various aspects including design, project engineering, and project management.
