"Preventing the Next Macondo: An overview and critical discussion of SEMS II"''

Abstract:

This Study Group is intended to support efforts to improve process safety in our industry.  It will begin with an overview of the Safety and Environmental Management Systems II (SEMS II) and its 17 elements.  Implementation of SEMS II, as described in API RP 75, is required by BSEE for offshore operations but the concepts and objectives apply in all oil and gas operations.   The purpose of SEMS II is to provide a performance focused tool for integrating and managing operations in order to enhance the safety of the operations and reduce the frequency and severity of disasters, injuries, and loss of life.   Participants will then be engaged to identify and discuss the critical challenges faced in achieving these results.  Please join us ready to discuss your thoughts and experience with other participants.

SPE plans to hold additional Study Groups to focus on accomplishing Stop Work Authority and Reporting Unsafe Conditions, identifying potential hazards and risks, making sure that the response to these situations is effective and addressing additional challenges identified in this month’s discussions

Cecil O’Halloran and Edwin Lutgring will present the introduction and lead our discussion.   

Biographies

Cecil O’ Halloran, a native of South Africa, moved to the US in 1994 and settled in Louisiana. He joined the Oil and Gas industry in 2010 as a Safety Instructor at Falck Safety Services (now known as RelyOn Nutec).  He is currently an Account Manager for RelyOn Nutec covering the Louisiana region.  Cecil has multiple safety certifications including CSHO and Scuba Instructor. After witnessing a scuba diving accident, Cecil’s passion for the safety of human life was ignited.  His goal is promoting safety training by connecting with Safety Directors, Managers and Coordinators in the Oil and Gas, Construction, and General Industries. Cecil believes “YOU are only as safe as the weakest link in your entire team.” He is a current board member of the SPE Evangeline Section.

Edwin Lutgring is a graduate of the University of Louisiana at Lafayette where he earned a BS in Mechanical Engineering. He is a licensed Mechanical Engineer in the state of Louisiana. Edwin has worked in the oil and gas industry as an Operations Engineer for a casing service company, Project Engineer for an international manufacturer of pedestal mounted cranes, HSE and Quality Director for a drill pipe rental tool company and currently is employed with HB Rentals as their Director of HSE and HR. He is a current board member of the Evangeline SPE Section and member of LES, ASME and an American Petroleum Institute (API) SC5, SC18 Task Group Member.
