Abstract

One of the hot topics in the work of environmental regulations for Oil & Gas companies is the implementation of the LDAR program (Leak Detection and Repair).  In this presentation we will go over the regulatory requirements of OOOOa-§60.5397a - (Fugitive Emission Standards for well sites) and briefly introduce Optical Gas Imaging (OGI) technology.  Significant time will be spent on the elements of the emissions monitoring plan requirements and how best to implement these plans.  It will cover common pitfalls to avoid during implementation as well as data management strategies to not only to comply with the rule, but also strategies to reduce overall costs of managing program and compliance reporting.  These strategies will include field data management as well as cloud based or network based systems.  It will also address philosophy of integrating with legacy management systems.

Biography

Roy began his environmental experience in 1999 as a staff member with Team Environmental Services, Inc.  At Team, he managed a division that provided fugitive emission estimates, developed process specific mass emission estimates, and developed unique monitoring approaches for chemicals that did not lend themselves to EPA Method 21 detection.  Roy eventually became the lead technical support person for what at the time was the largest fugitive emissions monitoring company.  These job responsibilities exposed him to virtually every LDAR regulation in the United States, as well as most every LDAR software package available to industry.  Roy has published LDAR related papers nationally as well as internationally.  In 1999, Roy started up EnRUD Resources, Inc. to provide Stack testing services, traditional LDAR programs, IR Camera Programs, Marine Vessel Loading loss testing, Fenceline Monitoring Programs, LDAR Programs, LDAR consulting, audit, and training services to Upstream, Midstream and the downstream petrochemical and refining industry.  Roy’s expertise has been utilized to provide industry computer based LDAR programs, onsite training programs, LDAR Audits, tagging audits, and LDAR compliance plans.
