Topic: Oil and Gas Assessment of the 83rd Legislative Session
Bill Stevens is currently President of WindRiver Associates, LLC and a partner in the lobby firm Capitol Dome Partners, LLC. His clients include interests in oil and gas, distributed natural gas generation, water desalination, and business development and marketing.
He was a founding officer of the Texas Alliance of Energy Producers and served as its government affairs officer and Executive Vice President from 2000 – 2011. The Alliance represents more than 3,400 independent producers, service companies and their employees in Texas. He continues to represent the Alliance in Austin and Washington, DC as a government affairs consultant.
Immediately prior to his service with the Alliance, Stevens served as the Executive Vice-president of the West Central Texas Oil and Gas Association, based in Abilene, Texas.
Stevens' work experience in the oil and gas industry includes crude oil purchasing and transportation for small refinery supply, operations officer for a small independent producer and ownership of a small exploration company.
In his role with his clients, Stevens regularly testifies before various legislative and congressional committees in Austin and Washington, DC. He serves as an official representative of the Texas delegation to the Interstate Oil and Gas Compact Commission on the Environment and Safety Committee, and serves on the Executive Committee of the Domestic Energy Producers Alliance. He also serves as a director for the Council for a Secure America, which is a coalition of American Israeli interests and U. S. independent producers.
Stevens studied mechanical engineering at Texas A&M University, and has a degree in political science and speech communications from McMurry College.
